Witnesses say the terrorists looted the homes of local officials and hung their flag from state buildings, calling on residents to pledge allegiance to them. Earlier, they beheaded a dozen people and hung their bodies from bridges and highways across the city. The victims were locals fighting against the terrorist group. ISIL spread in Sirte in mid-February amid political chaos plaguing Libya since 2011.
