As South African hosts the World Aids Conference, a local scholarship program has caught the public's attention yet again. Earlier this year, a local mayor launched maiden bursaries to provide young girls with school funding on condition that they undergo regular virginity testing. Activists have criticized it as unethical and discriminatory towards women. But the Kwa-Zulu natal government continues to defend the scheme.
