Delegates met in Addis to discuss how to withdraw military forces and then combine them. The plans include unifying two armies that have been fighting for more than 20 months, the withdrawal of Ugandan forces, which have been fighting on the side of the government and demilitarizing the capital, Juba. But mediators fear the actual implementation will be even more difficult.
