East African states may see the highest growth of billionaires and millionaires over the next decade, according to Knight Frank. Most of that growth will be in about 6 countries, including Rwanda, and Ethiopia - which is poised to become East Africa's biggest economy, overtaking Kenya. Between them those three countries are forecast to be home to over at least 1000 people with a net worth of over $ 10 M, by 2026. The 2017 Wealth Report also points out that for these individuals, citizenship is a commodity that they can acquire much more easily, but privacy is increasingly out of reach. I spoke to the report's editor, Andrew Shirley, a little earlier.
