Protests erupted in Durban and later in Soweto over a Constitutional Court ruling in July that found it unconstitutional for Home Affairs to prevent foreign nationals from applying for asylum based on their legal status. The ruling was followed by a Home Affairs operational directive allowing all migrants — including those who entered South Africa without a visa — to lodge asylum applications. Protests in both cities turned violent, with cars torched and shops looted.
