The United Nations World Food Programme says its teams are struggling to reach Ethiopia's Tigray region by road and air.
Ethiopia's government declared a ceasefire this week, right before a major bridge in Tigray was destroyed, cutting off a crucial supply route.
It is not clear who is responsible for the damage.
The government denies it is deliberately stifling the aid effort.
Al Jazeera's Catherine Soi reports from Addis Ababa, Ethiopia.
