The UN's high commissioner for refugees has called on the Ethiopian government to do more to protect civilians trying to escape fighting in the Tigray region.
UNHCR says up to 20,000 people have fled the violence after alleged Eritrean and Ethiopian forces hunted former Tigray leaders down.
