Is South Africa doing enough to fight xenophobia?

Migrants in South Africa are facing an increasing numbers of attacks, and police are often indifferent to the issue.
That's the conclusion of a Human Rights Watch report published a year after the launch of a national plan to tackle xenophobia.
The watchdog found South Asians and migrants from other parts of Africa living in fear.
Mobs have destroyed foreign-owned businesses and homes.
So what's needed to ensure equality for all in the 'Rainbow Nation'?
