Zimbabwe's teachers unions are mulling strike action following government's announcement of late salary payments. The finance ministry says June salaries will be delayed by up to two weeks to allow time to mobilise resources. Zimbabwe spends 80 percent of its budget on salaries, a figure authorities say is unsustainable.
