Ethiopia’s Abiy Ahmed has declared victory in his offensive against rebel forces in the northern region of Tigray. But with worries over the conflict becoming a guerrilla war and warnings over a growing humanitarian crisis, has the Nobel-winning prime minister spoken too soon?
