Were you 'stumped' when Deputy Police Minister Cassel Mathale told the Ad Hoc Committee in Parliament that he doesn't have any other better explanation on the issue of Police Minister, Senzo Mchunu, not giving them delegated authority up to now, except to say he was still familiarizing himself?

Mathale says they don't have delegated powers signed off, but he adds that they have work to do, saying it's not like they are just sitting in the office not knowing what to do.
He says he has a programme that guides him.
