Finance Minister Enoch Godongwana has announced a ramp-up in efforts to root out thousands of so-called 'ghost workers' from the state payroll.

The move, announced in Godongwana's 2025 Medium-Term Budget Policy Statement, is being cautiously welcomed by labour unions.

The Minister announced that National Treasury is working closely with the Department of Public Service Administration and Home Affairs on a data-driven approach that integrates systems across government.
