South Africa has taken the first step in giving government power to expropriate land to address disparities in land ownership. The land expropriation bill will replace a 1975 act and effectively also cancels government's previous approach to land claims. The bill still has to pass through the other house in parliament, but that is seen as a forgone conclusion, given the ANC's overwhelming majority.
