Public Works and Infrastructure Minister Dean Macpherson says those who flout regulations or act negligently on construction sites should face criminal charges.

Preliminary findings into the deadly collapse of a four-story building in Verulam, north of Durban, point to a sudden structural failure, possibly triggered by formwork giving way under wet concrete.

Five people were killed and 14 injured when the multi-storey structure - a Hindu Temple under construction - collapsed last Friday.
