Former City of Ekurhuleni Manager Doctor Imogen Mashazi has been blamed for allegedly taking on the responsibility of recruiting and promoting officers within the Ekurhuleni Metro Police Department, even though this fell outside her mandate.

This emerged during the testimony of EMPD Chief of Police Jabulani Isaac Mapiyeye before the Madlanga Commission of Inquiry.

Mapiyeye tesified that Mashazi's decisions were backed by the heads of crucial departments within the metro.
